Photovoltaic action plan: Barbara Pompili hopes "a thousand projects" of solar panels by 2025
"We need a large plan" on renewable energies, admits this Wednesday, November 3 on Franceinfo Barbara Pompili, the Minister of Ecological Transition.To accelerate the development of photovoltaic solar energy in France, the government presents its action plan.It includes ten measures to release public spaces, limit the consumption of land and simplify procedures.Some of these measures had already been announced by the executive and are being set up.
A thousand solar panel projects by 2025
The action plan presented this Wednesday by the government aims to install by 2025 1,000 photovoltaic projects on public land.The occupation durations of the public highway domain will be adjusted to facilitate projects on the service areas of the highway conceded.Barbara Pompili also assures that she wants to lighten the administrative procedures for small projects.For example, there will be no more environmental assessment for the installation of solar panels on existing buildings and on parking shade.The building permit will no longer be required for these small projects, a prior declaration of work will be sufficient.
The Minister of Ecological Transition wishes to "multiply by three photovoltaic installations" by 2028 and "by seven" by 2050. Currently, the country has a production of 12 gigawatts, according to figures from the ministry.

With this new plan, the government wants to "deploy all spaces where you can put photovoltaics, while being careful not to make artificialization of the land"."It's a sewing work," admits Barbara Pompili on Franceinfo.In accordance with the climate and resilience law, the installation of solar panels is compulsory on hangars, parking lots and warehouses over 500 m²."We will also do it on the wasteland" where "we have a potential of 8 gigawatts", announced the Minister of Ecological Transition.
This summer, new calls for tenders had been launched to create photovoltaic parks over 500 kW for 2021-2026.These tenders will have the ambition to produce 3GW each year, against 2.3 GW currently.This is equivalent to the production of two nuclear reactors.However, there will be no need for tenders for the installation of photovoltaic parks of less than 500 kW.As the climate and resilience law provides, their electrical connection costs will be reduced.
The executive also wishes to create a "cities and solar departments" label.This label will enhance the commitment of local authorities.
France is "late on this subject"
The Minister of Ecological Transition believes that currently "two thirds of the energies consumed in France, it is gas and petroleum, they are fossils".Barbara Pompili therefore calls to "go to the electric".She admits that France is "late" in the solar field."We sub-infringed in renewables in general for too long, for questions of opportunity or choice that did not take into account the reality of what we needed," she regretted.
This year, nuclear is 67% of electricity production in France.Photovoltaics represents more than 2%, it is less than wind (7%), but more than coal (1%).If photovoltaics have been developing more and more since 2017, acceleration is slower than that of wind.The multi -year energy programming set as a goal of reaching 18 to 20 GW in 2023.
