Toulouse: parents' associations mobilized to say "no to discounted after-school care"
This is a joint action carried out by the parents' associations of schools in the city of Toulouse, mobilized to denounce the drop in the number of supervisors in the leisure centers associated with the school (CLAE) , from January 1, 2022. They are relaunching a petition put online in June.
"To say no to after-school care at a discount and for educational quality in extra-curricular activities", parent-teacher associations are relaunching a petition posted online on June 24 on the FCPE 31 site. In support of staff of CLAE, they want to alert on the very degraded conditions of reception of children and call on all parents of schools "to bombard the town hall with emails". Indeed, from January 1, 2022, the municipality of Toulouse will "copy the extracurricular supervision on the national regulations which provides for a supervisor for 14 children in nursery schools, and a supervisor for 18 children in elementary schools". This is a 2016 decree signed under the presidency of François Hollande and which has already been implemented in the cities of Montpellier, Paris and Grenoble.
The Deputy Mayor in charge of Education, Marion Lalane-de Laubadère, explains that she received nearly 400 emails on Tuesday, October 5. "Emails to which the mayor of Toulouse will respond since he has been seized". Parents of students up in arms who say "no to extracurricular care at a discount"
"A decision taken on the sly", according to Naïg Menesguen, president of the parents' association of the Falguière school group in Toulouse.

An already tense situation
Parents' associations in Toulouse are against this reform, all the schools will be impacted, specifies Naïg Menesguen: "in kindergarten, it is normally a adult for 8 children. With unreplaced absences and the reform of the working hours of specialized territorial agents in nursery schools (Atsem), we have a degraded rate. And the he absence of an Atsem in the morning leads to traffic jams at the entrance to classes, sometimes a 15-minute wait to drop off the children. As soon as there is a small grain of sand in the machine, it is the disaster and the day starts badly for everyone".
The reality, says the Deputy Mayor in charge of Education, "is that we are encountering difficulties recruiting every year. We had recruited 480 animation agents between the end of August and the beginning of September, 70 people have withdrawn. It takes time to turn around. This is a problem encountered by all the major cities of France".
Lack of dialogue with the municipality
"The supervisory staff are not herdsmen. They are professional animators who, in good working conditions, help our children to open up to the world and set up relevant activities", recalls the president of the parents' association of the Falguière school group in Toulouse.

In this same letter, the municipality highlights the recommendation of the Regional Chamber of Accounts which "warned on the need to find a better balance to maintain our ambitious educational policy".
