2021 Call for Culture and Health - Medico-social projects
Admissibility criteria and procedures for submitting applications
Project leaders concerned
This call for projects is aimed directly at the following seven categories of medico-social establishments in the "elderly people" sector and the "disability sector" located in the Île-de-France region and falling within the scope of competence, exclusive or shared, from the Regional Health Agency:
The projects presented must associate, including in the artistic practice, one or more other structures of the territory, medico-social, social, educational or of any other nature, as satellite partners. They must be designed in close collaboration with an artistic and cultural structure (independent artist(s), companies, drama centres, national stages, subsidized stages, libraries, museums, art centres, art and entertainment cinemas). essay, musical ensembles…).
The DRAC cannot provide financial support to public establishments under the supervision of the Ministry of Culture. The latter can however be associated or resources for the cultural journey linked to the projects presented.
Admissibility criteria
Applications made in response to this call for projects must meet the following criteria:
- Only the interventions of professional artists having a recent creative activity and inserted in the public professional networks of production and distribution are admissible.
- Only one application is allowed per medico-social establishment, whether as a pilot structure or a satellite structure; a medico-social establishment cannot be the pilot of one request and the satellite of another request, or vice versa.
- The projects co-constructed by the partners must be approached through the prism of the health crisis. If necessary, alternative methods will have to be considered depending on the organization of the services of medico-social establishments and government instructions.
- The projects must target people hosted in the above-mentioned structures in the Ile-de-France region falling within the exclusive or shared field of competence of the ARS, their relatives and/or staff.
- They must be part of a dynamic of openness to the outside (in accordance with the recommendations of the ANESM) and of territorial networking (time open to the inhabitants of the territory, partnership with a local cultural facility, etc.). In this respect, at least part of the artistic proposal will take place with mixed audiences. Several establishments and medico-social services may be involved in the proposal (same manager or not).
- The pilot medico-social structure must imperatively participate financially in the project; staff time or the provision of premises cannot in any way be counted as a financial contribution. Satellite structures are also invited to contribute according to their means.
- Similarly, neither the time made available to the project by the staff of the cultural structure (mediation, administrative coordination, etc.), nor the current operating costs can be counted among the direct costs linked to the action.
- The active participation of the people accommodated within the EMS and/or the staff in the artistic practice must appear clearly, as well as the artistic object of the project.
- Any proposal submitted in response to the call for projects must allow significant artistic practice time for the beneficiaries.
- An artistic and cultural path echoing the work of artistic creation offered and allowing access to works and artistic places must be systematically considered and ensured.
- Restitution must be systematically considered and ensured at least within the medico-social structure and/or in the cultural structure associated with the project. No particular shape is expected. A public sharing time, an edition, a digital format, etc. can be considered. It is a question of sharing and making visible the action carried out, of marking the end of the project and/or of restoring a trace to the participants.
- The actions of care, art therapy, dissemination or cultural animation, prevention or collection of experience do not come under the Culture & Health program.
- A referent must be clearly identified in each of the partner structures of the project.
Among the expected conditions, a cultural policy must be formalized and included in the plan to establish the medico-social structure. Failing this, and in the event of funding, this must be defined at the end of the action carried out with the participation of the partner cultural team and appended to the establishment plan.
If the project leaders have already benefited from financing within the framework of this call for projects, it is specified that no identical renewal can be accepted: significant changes are expected from one year to the next.

Only applications fulfilling all of the criteria set out above will be submitted for review by a selection committee. Any file that is incomplete or received after the deadline will not be examined.
For any first application, it is strongly advised to get in touch with the advisers appointed by the DRAC and the ARS before the formal submission of an application.
Application submission
The application file to be completed is accessible on the websites of the ARS, the DRAC and the association Arts and Health, La Manufacture.
The additional documents essential to the investigation of the file are presented below:
- Curriculum vitae of the participating artists;
- Balanced and detailed provisional budget of the project showing the hourly rate including tax of the speakers, the financial contributions of the medico-social structure, the contributions requested from the DRAC and the ARS Île-de-France, as well as those of the other partners financial;
- Provisional operating budget of the cultural or artistic structure for 2021;
- The bank details of each of the pilot structures;
- A grant application letter co-signed by the legal representatives of the cultural structure and the health establishment;
- An excerpt from the establishment project showing the cultural axis or a letter of intent from the management of the medico-social structure indicating its desire to carry out a cultural policy which must, at the end of the realization of the project presented, be formalized and included in the school plan;
- If a first action was supported in 2019 or 2020, provide a qualitative and financial assessment of the action. The examination of any new application is subject to the presentation of this report.
Only complete applications will be processed. Any additional document useful for the examination of the file may be attached to this dispatch.

The sending by e-mail is done in a single file in PDF format not exceeding 6 MB. The files must imperatively be sent via the WeTransfer platform. As the date and time of the digital sending are authentic, it is not necessary to post the paper file by registered mail.
Any submission of a file that does not comply with all of these procedures will not be processed. Applications will be reviewed by the Selection Committee in the summer of 2021.
The actions presented must take place over the year 2021. It is accepted that the actions may extend into the first half of the following year.
Financing conditions
Subsidies are awarded annually for a specific project and within the limits of the resources mobilized each year by the DRAC and the ARS. They cannot be used to cover the operating costs of the partners.
The maximum allocations from the ARS and the DRAC cannot exceed 60% of the total cost of the action and will be determined according to the regional budget available. It is up to the applicants to complete the financing from their own funds and from the contribution of other partners (local authorities, patronage, etc.).
The financial contribution of the DRAC is paid directly to the cultural structures (employers of the artists involved) and that of the ARS to the pilot medico-social structure.
Any development or modification of a project financially supported by the DRAC and the ARS before its term must be the subject of a precise examination on their part and be validated by an email.
If the action planned and supported within the framework of the call for projects is not carried out, the amount of the subsidies must be returned.
The financial support of the DRAC and the ARS within the framework of this call for projects cannot be allocated for more than three years for the same partners. Beyond that, other sources of funding will have to be found.
In the case of renewal of application, the sending of a qualitative, quantitative and financial report is a condition for the examination of the new application.
