New ECD: the corrected version will come into force on November 1

An order on the new DPE calculation method
Is the imbroglio surrounding the new DPE (energy performance diagnosis) being resolved? Still, on Thursday October 14, the decree modifying the method of calculating the DPEs for housing built before 1975 was published in the Official Journal.
Indeed, anomalies had been noted on the results of the new DPE, which came into force on July 1st. Result: a large proportion of housing built before 1975 was classified F or G, that is to say assimilated to thermal sieves. However, from 2025, accommodation classified G will be prohibited for rental. Also, the DPE on old housing had been suspended on September 24 by the Minister Delegate for Housing, Emmanuelle Wargon.
They will be able to resume on November 1, according to the new calculation methods. A transitional period therefore begins, until October 31, during which the diagnosticians will be able to carry out the DPEs of the dwellings concerned according to the old method – they will have to mention that they will correct the document later. In addition, the absence of DPE in the advertisements of real estate agencies will be tolerated.

For dwellings that have been classified F or G due to the new calculation methods, new DPEs may be produced, at no cost to the owners. The same applies to accommodation classified D or E.
How has the DPE calculation method been corrected?
The decree of October 14, which entered into force on October 15, modifies that of March 31, 2021 relating to the method of "3CL DPE 2021" calculation and the decree of June 17, 2021 concerning the software validation procedure. Here is the outline of the new text:
